The 2024-25 Budget: State Preschool

Apr 16, 2024 - The requirement was initially set to increase to 7.5  percent in 2023 ‑24 and 10  percent in 2024 ‑25 and future years. The 2023 ‑24 budget package delayed these requirements for two years and redirected the associated funding increases in 2023 ‑24 and 2024 ‑25 to the collective bargaining set-aside.

Nov 14, 2025 - Current law requires families deemed eligible for subsidized child care to receive those services for at least 24 months before having their eligibility recertified. The budget modifies this requirement so that when families already receiving child care services add a child to the family size and request services for the child, eligibility is not recertified until the new chil d has received at least 12 months of services.

The 2023-24 Budget: Transitional Kindergarten and State Preschool Proposals

Feb 14, 2023 - Requiring that TK classrooms have, on average, 1 adult for every 10 students, instead of 1 adult for every 12 students, means districts need to hire more instructional aides. In some cases, the lower staffing ratio would also mean a school district would need to hire additional credentialed teachers to move from classrooms of 24 to classrooms of 20.

Feb 22, 2022 - Recommend Adopting 24 ‑Month Eligibility. Providers in several counties that have been granted flexibility from certain state policies have implemented 24‑month eligibility for several years. The policy allows three‑year olds enrolled in State Preschool to continue participating in the program until they are eligible for kindergarten, helping to ensure the child is prepared for kindergarten.
