The 2025-26 Budget: Understanding Recent Increases in the Medi-Cal Senior Caseload

We assumed that the distribution of undocumented adults across the categories of aid in Medi-Cal would be proportionate to the general Medi-Cal population, with two notable exceptions: Disabled Category of Aid.
