If the Legislature elects to expand the credit, utilizing explicit benchmarks that compare the desired market share to the state ’s current position would help improve fiscal oversight of the credit.

The 2025-26 Budget: Update on Implementation of New Firearm and Ammunition Tax

Feb 19, 2025 - Entities paying this tax are required to submit an electronic return and pay taxes quarterly, no later than the q uarter after the sales were made. As Chapter  231 went through the legislative policy process, the California Department of Tax and Fee Administration (CDTFA) preliminarily estimated that this new tax could generate $159  million.

The 2025-26 Budget: CDTFA’s Tobacco Programs

Feb 14, 2025 - Most of these revenues pay for health care or early childhood programs. The Cigarette and Tobacco Licensing Program monitors tobacco retailers for compliance with various state laws. This fee-funded program is a key element of the Master Settlement Agreement that California and 45 other states reached with the four largest cigarette manufacturers in 1998.
