The proposed initiative prohibits unions from using public employee dues and fees for any political activity. This prohibition would apply to dues and fees from members and nonmembers the public employee union represents in collective bargaining. The proposed initiative further prohibits state agencies from deducting any portion of wages or earnings to be used for political activities.

This measure amends the Constitution to lower to 55 percent the voter approval requirement for all local bonds and special taxes, provided these measures comply with certain new conditions. The new vote threshold would apply to special taxes proposed by all local governments (cities, counties, special districts, redevelopment agencies, transportation authorities, and K-14 school and community college districts) and for bonds proposed by noneducation local governments.

Comprehensive Tax Reform Initiative (Amendment #1-S)

The measure limits state and local taxes to the following: (1) a land tax levied on the monthly rental value of land; (2) a personal income tax on income above $150,000 annually; (3) taxes on alcohol, tobacco, marijuana, and motor fuels; and (4) a severance tax on natural resources such as timber, minerals, and oil. The changes in the measure would take effect on July 1, 2011. At that time, all other existing state and local taxes would cease.

This measure amends the Constitution to reduce the total number of years that an individual could serve in the Legislature during his or her lifetime from 14 years to 12 years. This measure would allow future legislators to serve in either or both houses of the Legislature for up to their entire term limits of 12 years.
