Notes:
The administration assumes 1 FTE student at CCC represents 525 contact hours per year, which on average generates about 24 instructional units. For undergraduate education, CSU and UC assume 1 FTE student represents 30 units. For graduate education, CSU, UC, and Hastings assume 1 FTE student represents 24 units.
For CCC, the 2020-21 Budget Act does not fund systemwide enrollment growth. The reduction reflected in the table is due to how some districts are accounting for their summer-term enrollment, coupled with the base net adjustment resulting from district-level enrollment declines and restorations.
For CSU, UC, and Hastings, 2019-20 and 2020-21 enrollment figures represent estimates that the segments were made prior to the COVID-19 outbreak. The 2020-21 budget does not set any enrollment expectations for these segments. 
For Hastings, reflects enrollment in its juris doctor program—its core academic program.
