a The 2019-20 amount excludes $330 million in payment deferrals. The 2020-21 amount excludes an additional $1.1 billion in payment deferrals. Under Section 8.28 of the 2020-21 Budget Act, up to $791 million of these deferrals will be rescinded if the state receives $14 billion or more in additional federal relief funds. The amount rescinded is proportionally reduced if the state receives more than $2 billion but less than $14 billion in additional federal relief funds.
b Includes $303 million in one-time pension payments authorized in the 2019-20 budget package but attributed to 2018-19. The 2020-21 budget plan repurposes $221 million of these payments—all the payments originally intended for future pension relief—to provide relief in 2020-21 (about $111 million) and 2021-22 (about $111 million).
c Primarily consists of revenue from student fees (other than enrollment fees), sales and services, and grants and contracts, as well as local debt-service payments.
d For 2019-20, consists of $580 million in formula allocations (at least half of which is for emergency student aid) and $33 million for community colleges designated as minority-serving institutions. Funds for 2020-21 are designated by the state for a COVID-19 response block grant. Colleges must spend all CARES funding by December 31, 2020.
e Scores deferral payments to the year in which colleges are to spend the funds (rather than to the year in which colleges receive the funds).
FTE = full-time equivalent. COVID-19 = coronavirus disease 2019. CARES = Coronavirus Aid, Relief, and Economic Security. |
