a The 2019-20 amount excludes $330 million in payment deferrals. The 2020-21 amount excludes an additional $1.1 billion in payment deferrals. Under Section 8.28 of the 2020-21 Budget Act, up to $791 million of these deferrals will be rescinded if the state receives $14 billion or more in additional federal relief funds. The amount rescinded is proportionally reduced if the state receives more than $2 billion but less than $14 billion in additional federal relief funds.
b Includes $303 million in one-time pension payments authorized in the 2019-20 budget package but attributed to 2018-19. The 2020-21 budget plan repurposes $221 million of these payments—all the payments originally intended for future pension relief—to provide relief in 2020-21 (about $111 million) and 2021-22 (about $111 million).
