a BBL refers to budget bill language contained in the 2022-23 Budget Act, as enacted by Chapter 43 of 2022 (AB 154, Skinner) and amended by Chapter 45 of 2022 (AB 178, Ting) and Chapter 249 of 2022 (AB 179, Ting). TBL refers to trailer bill language contained in Chapter 53 of 2022 (AB 182, Committee on Budget), Chapter 54 of 2022 (AB 183, Committee on Budget and Fiscal Review), or Chapter 572 of 2022 (AB 190, Committee on Budget). "Other" refers to compact/roadmap documents agreed to by the administration and respective segments but not enacted in legislation.
b Requirement would become operative only if funding is provided to implement Cal Grant reform. The budget package contains trigger language that prioritizes funding for Cal Grant reform in 2024-25 if sufficient General Fund is available over a multiyear period.
