A K-12 Master Plan: Starting the Process
May 11, 1999 - In our view, a K-12 master plan is needed because the state role in K-12 education has changed significantly over the last 25 years from a system that was primarily local in nature to one that is heavily controlled by state decision making. The elements of our suggested master plan revolve around identifying the appropriate responsibilities of the state and local schools and districts.
How Has Participation in California Public Higher Education Changed?

Sliding-Scale COLA's to Equalize School District General Purpose Funding
April 27, 1999 - We recommend that the Legislature enact legislation to replace the current uniform revenue limit COLA with a sliding-scale COLA that would provide an ongoing form of equalization for revenue limits.

Year-Round Operation in Higher Education
February 12, 1999 - Higher education will experience steady, moderate enrollment growth over the next decade. As a result, most University of California, California State University, and California Community College campuses will soon reach their current capacities. The state will then be faced with providing space for these students. In order to serve these students, we recommend that the three segments move to year-round operation. This means the segments would provide the same level of educational services in the summer as they now provide in the fall, winter, and spring.
