In this section, we discuss key budget actions that primarily impact Department of Social Services programs serving immigrant and refugee populations.
Special Session Amends Budget Act of 2024. As part of a special legislative session held in January 2025, the Legislature added Control Section 5.26 to the 2024-25 Budget Act, providing an additional one-time allocation of $10 million to support immigration related services, including removal defense.
Provides Additional One-Time Funding for One California. The 2025-26 spending plan includes an additional $15 million in one-time General Fund to support One California immigration programs. Since its inception in 2015, One California, also known as the Immigration Services Funding (ISF) program, has funded non-profit organizations to provide free services to immigrants under three broad categories: (1) legal services, (2) education and outreach, and (3) legal training and technical assistance. This one-time allocation is in addition to the $43.6 million in baseline annual ISF program funding.
Provides Additional One-Time Funding for the Children’s Holistic Immigration Representation Project (CHIRP). The 2025-26 spending plan includes an additional $10 million in one-time General Fund to support CHIRP, which provides legal and social services to unaccompanied undocumented minors in California. Without this funding, state support for this program would have ended at some point in 2025-26.
Extends Funding Availability for Multiple Immigration Related Programs.
The 2025-26 spending plan extends the availability of existing funding for the Temporary Protected Status Immigration Services program over three years.
The 2025-26 spending plan extends the availability of all remaining Rapid Response funding through June 30, 2028, to continue providing humanitarian response services at the southern border.
The 2025-26 spending plan extends the remaining County Welfare Departments Physical Accessibility Review funds through June 30, 2026.
