The Problems of Teenage Pregnancy and Parenting: Options for the Legislature

May 1, 1988 - This report is submitted pursuant to Chapter 941, Statutes of 1986 (AB 3959). Chapter I explores the problems that are associated with teen pregnancy and parenting. Chapter II describes the dimensions of the teen pregnancy problem in California and the factors contributing to teen pregnancy. Chapter III contains descriptions of existing state programs that serve pregnant and parenting teens, including the cost of services provided. Chapter IV reviews various studies that (1) have identified what influences teenagers in making choices regarding sexual activity and coping with unplanned pregnancy and (2) assess the effectiveness of various services and programs in dealing with the teen pregnancy and parenting problem. Finally, Chapter V summarizes our recommendations regarding state services for pregnant and parenting teens.

State Bar of California: Analysis of 1988 Legislation to Increase Member Dues

April 1, 1988 - In order to assist the Legislature in its review process, this report analyzes two expenditure plans proposed by the bar in pending legislation. Our analysis examines each expenditure plan separately. The first chapter, which describes the expenditures proposed in conjunction with AB 4391, includes expenditures from the bar's General Fund and six special funds. The second chapter, which details the expenditures proposed in support of SB 1498, focuses on the proposed enhancements to the discipline program. The Appendix identifies the combined support of both proposals on the level of bar members' fees from 1989 through 1991.

The 1988-89 Budget: Perspectives and Issues

February 1, 1988 - (227 pages, 7.5 MB) The Governor's Budget for 1988-89 anticipates continued moderate growth in the California economy, and projects that revenue collections will be sufficient to fund normal workload increases and statutory requirements, as well as provide funds to address certain other state priorities. As in recent years, the proposed revenues and expenditures would leave the state with an unrestricted reserve of about $1 billion. The budget indicates that the projected level of state revenues will place the state $24 million below its appropriations limit for 1988-89. Here, we provide an overview of the condition of the General Fund in the current and budget years. We also discuss reasons for changes in the state's fiscal outlook since the last Governor's Budget and presents some highlights of the 1988-89 budget.
