April 3, 2017 - Answers two questions regarding the potential future effects of having fuels in California’s cap-and-trade program: 1) How much would gas prices increase under different cap-and-trade allowance price scenarios included in the administration’s regulatory analysis documents? and 2) What would be the additional costs borne by consumers under these allowance price scenarios?
April 7, 2016 - This letter to Honorable Tom Lackey, Assembly Member, 36th District, estimates the effects of including transportation fuels in California’s cap-and-trade program on: (1) the retail price of gasoline and diesel fuel and (2) the additional amount motorists are spending on gasoline and diesel fuel as a result of the program.

March 13, 2014 - This letter responds to a request concerning California corporate tax trends, as discussed in the January 23, 2014 meeting of the Senate Committee on Budget and Fiscal Review. In nominal terms, the state's corporation tax has tended to grow over time, but it is a volatile tax. Moreover, since the mid-1980s, various legislative actions have reduced revenues this tax produces for the state General Fund.

Perea, Assembly Member, regarding the advantages and disadvantages of transferring the Drinking Water Program (DWP) from the Department of Public Health (DPH) to a newly created stand-alone entity under the California Environmental Protection Agency (Cal-EPA), as compared to transferring it to the State Water Resources Control Board (SWRCB).
