In this post we discuss: (1) the authorities, at both the state and federal levels, for COVID-19 spending; (2) the state, federal, and other funding sources for COVID-19 spending; and (3) the amounts of COVID-19 spending authorized so far, organized by different purposes and program areas.

February 5, 2021 - This publication describes how coronavirus disease 2019 (COVID-19) spending is reflected in the California Department of Public Health’s budget. It offers options for how the Legislature can express its COVID-19-related goals and priorities in light of the administration’s reliance on midyear budget adjustments, provides an evaluative framework for assessing the administration’s proposals, and recommends an after-action review of the state’s public health response.
June 11, 2021 - The Governor’s May Revision includes several proposals related to child welfare, including some updates to proposals included in the January Governor’s budget as well as some new proposals. This post provides an overview of the major May Revision proposals for child welfare in addition to our initial analysis and comments on these proposals. We note that these comments reflect our understanding of the May Revision proposals as of June 1, 2021.
October 5, 2020 - Each year, our office publishes the California Spending Plan to summarize the annual state budget. This publication provides an overview of the 2020‑21 Budget Act, provides a short history of the notable events in the budget process, and then highlights major features of the budget approved by the Legislature and signed by the Governor. All figures in this publication reflect the administration’s estimates of actions taken through June 30, 2020, but we have updated the narrative to reflect actions taken later in the legislative session. In addition to this publication, we have released a series of issue‑specific posts providing more detail on various programmatic aspects of the budget.

April 20, 2020 - This post summarizes recent legislative and administrative action to allocate state funds to respond to the coronavirus disease 2019 (COVID-19) public health emergency. These activities are ongoing. We plan to update this post periodically to reflect new information and actions.
May 17, 2020 - On May 14, 2020, Governor Newsom presented a revised state budget proposal to the Legislature. In this post, we provide an overview of the overall budget condition under the May Revision estimates and proposals; the major actions the Governor took to close an estimated $54 billion budget gap; and give our initial comments on this budget package.
February 18, 2004 - The Constitution gives the Legislature the power to appropriate funds. In order to address unexpected expenses (or "deficiencies") that arise during a fiscal year, the Legislature provides the administration with limited authority to spend at higher rates than foreseen in the budget act. The use of this deficiency process, however, has a history of problems—from being used to establish new programs with no statutory authority to serving as an alternative to the normal state budget process. Given this history, we outline a framework for legislative consideration which identifies a new approach to meet unexpected expenses. In our view, this framework would continue to allow necessary adjustments, while better protecting the appropriation authority of the Legislature.
May 1, 2023 - In this brief, we discuss the design of the California Department of Forestry and Fire Protection's budget for emergency wildfire response, known as the Emergency Fund (E-Fund). We also provide recommendations for modifying the structure of the E-Fund to enhance legislative oversight and control over department expenditures, while preserving necessary budgetary flexibility.
May 15, 2015 - As part of the 2015-16 May Revision, the Governor proposes to establish a new process for reviewing changes to labor contracts. This analysis reviews the administration’s proposal and recommends that the Legislature adopt it with modifications to ensure legislative and public oversight.
January 10, 2021 - This report provides a brief summary and initial assessment of the proposed 2021-22 Governor’s Budget.

April 21, 2021 - This report: (1) describes how appropriations limits work for the state, school districts, and local governments in California; (2) explains why the limit is a constraint for state government; and (3) concludes with a variety of short- and long-term policy options—both of which we think the Legislature will need to take—in response to the issue.
February 11, 2021 - This post analyzes the Governor’s proposal to transition state administration of child care programs. We further provide options the Legislature could consider to support child care programs during the pandemic.
