LAO 2003 Budget Analysis: Resources, Overview

Specifically, the budget proposes a substantial expenditure reduction in the Secretary for Resources of about $386  million, or 88  percent less than the current year estimated expenditure level. This reduction largely reflects a decrease totaling about $370  million in bond-funded expenditures for ecosystem restoration and river parkway projects, given the substantial depletion of funds available from most of the available bonds for these purposes.
