Dec 14, 2018 - However, under the 2017 IHSS MOE, county costs are adjusted by an annual growth factor and any county co sts associated with new locally established wage and benefit increases. To the extent that the MOE growth rate is higher (or lower) than the actual growth in IHSS costs, counties will be responsible for a higher (or lower) share of total IHSS costs relative to the historical county share of cost.
