Mar 17, 2016 - The block grants are an alternative mechanism for LEAs to seek mandate reimbursement. Instead of submitting detailed claims on an ongoing basis listing how much was spent on each mandated activity or using specific RRMs for specific mandates, LEAs can choose to receive funding for all mandated activities through the block grants.
