The 2025-26 California Spending Plan: Other Provisions

Feb 11, 2026 - ABCAB receives 20 to 35 appeals per year, in contrast to a projected 4 to 6 cases for CCAP. The 2026-27 proposed budget for ABCAB includes $1.4  million from Alcoholic Beverage Control Appeals Fund —which is about half the amount proposed for CCAP.

The 2025-26 Budget: State Departments’ Operational Efficiencies (Control Sections 4.05 and 4.12)

Feb 19, 2025 - The report had identified about $40  million General Fund in savings from CalFire (about 6  percent of the total identified General Fund savings). Because these savings were initially included in the Governor ’s January proposal, this and any other savings or eliminated positions in the report associated with departments now exempted from the exercises would further erode the savings that were originally assumed in 2024-25.

Mar 10, 2026 - The administration submitted its first February status report of the BCG contract on February 6, 2026. This report provided little information beyond what was already included in the contract. For example, the report did not specify what, if any, changes had been implemented to date or whether the state was on track to achieve the level of savings assumed in 2025-26 or the out-years resulting from the contract.

Jan 13, 2020 - Each year that General Fund tax revenues grow, this 10  p ercent threshold also grows. As such, in each of these years, the state is required to make deposits into the BSA to bring the fund to the revised estimate of 10  p ercent of General Fund taxes.

State Assistance to Businesses in Response to COVID-19

Jan 4, 2024 - As Figure 6 shows, per business in the area, larger metro regions tended to receive more in both types of assistance, most notably, Los Angeles, San  Francisco, and San Jose. Smaller metro areas —like Ukiah, Crescent City, and Truckee —received much less in both types of assistance.

The 2018-19 Budget: Evaluating FI$Cal

Mar 2, 2018 - SPR 7 assumes the project will onboard the remaining departments in July 2018, as envisioned in SPR 6. However, the final release is now larger than originally envisioned in SPR 6. Eleven departments that were not ready to transition onto FI$Cal in July 2017 were shifted to July 2018.

Jan 14, 2019 - The Governor ’s budget includes an increase of $ 540   m illion ongoing General Fund for the universities —$ 300   m illion (7. 6   p ercent) for CSU and $ 240   m illion (6. 9   p ercent) for UC. Whereas the previous Governor favored giving the universities unrestricted increases and allowing them to determine funding priorities, the new administration takes a different approach by itemizing proposed funding increases.

Oct 17, 2019 - The agreements with seven bargaining units (Units 2, 6, 9, 10, 12, 16, and 19) are scheduled to expire at the end of 2019-20. Pursuant to the state ’s labor agreements, the 2019-20 budget assumes that most state employees receive a pay increase in 2019-20 of about 3.5  percent.
