The Commission determined that the county incurred a total amount of about $30,000 in back-year costs (incurred between 2022 and 2024), and about $8,000 in ongoing costs thereafter.

If the Legislature adopts a potency ‑based tax, we recommend that it either ( 1)  l evy it on the retail sale and collect it from the retailer, or ( 2)  l evy it on the last distribution and collect it from the last distributor.
