Mar 30, 2017 - A False Start in Modernizing California Voting Equipment Bond Money Provided to Counties on Matching Basis to Replace Voting Equipment. Voters approved Proposition  41 in 2002. The proposition allowed the state to sell $200  million in general obligation bonds to assist any county in the purchase of new voting equipment that was certified by the Secretary of State.
