Under this policy, tuition increases annually for new undergraduates and all graduate students, while continuing undergraduates pay a flat rate for up to six academic years.

The 2026-27 Budget: Higher Education Overview

Feb 5, 2026 - Back in 2022, Governor Newsom announced a compact with the segment heads. In those compacts, the Governor made fiscal commitments to propose annual funding increases for the segments. The compacts were intended to provide the segments with more predictable funding levels, while also promoting certain performance goals, such as enrolling more resident undergraduates and improvi ng graduation rates.
