Labor Agreements to Achieve Budgetary Savings

Jul 11, 2025 - Control Section 3.90 of the 2025-26 budget (as added by Chapter 5 of 2025 [AB 102, Gabriel]) established an expectation of the Legislature that all 21 of the state’s bargaining units would meet and confer in good faith with the administration before July 1, 2025 to achieve savings assumed in the budget.

Jun 25, 2021 - …And Did Not Conduct a 2019, 2020, or 2021 Compensation Study Before Submitting Agreements to Legislature. At the end of the language quoted above, the 2018 MOU added a sentence: “This section will be inoperable during the term of this MOU.”

Jun 27, 2025 - Since October 2021, Unit 9 members have been eligible to receive a monthly telework stipend. Employees who are identified as being “remote centered ” are eligible to receive $50 per month. Employees who are identified as “office centered ” are eligible to receive $25 per month.

MOU Fiscal Analysis: Bargaining Unit 8 (Firefighters)

Sep 7, 2021 - The proposed agreement specifies that it extends the term of the expired MOU through June 30, 2022. Increases Pay for All Members by 2.5 Percent. Effective July 1, 2021, the proposed agreement would provide all Unit 8 members a general salary increase of 2.5 percent.

Unit 8 (Firefighters) MOU Analysis

Aug 26, 2022 - As we indicated in our June 25, 2021 analysis of the 2021 Unit 6 agreement with the state, the Unit 6 agreement provided Unit 6 a 2.5 percent GSI in 2022-23 and specified that CCPOA could choose to reopen that agreement should another bargaining unit receive a GSI in 2022 that is greater than 2.5 percent.

The 2024-25 Budget: State Employee Compensation

Mar 21, 2024 - The Legislature amended Control Section 4.11 to end this review beginning in 2021‑22. Annual Reporting of Vacancy Rates. Beginning in 2021 ‑22, Control Section 4.11 requires DOF to submit to the Legislature each year ­(1)  the percentage of vacant positions for each department by month, (2)  the total authorized positions for each department, and (3)  the average percentage of vacant positions throughout the year for each department.

Jun 24, 2022 - The current MOU between the state and Unit 13 is scheduled to expire June 30, 2022. The proposed agreement would be in effect from ratification through June 30, 2025, meaning that it would be in effect for three years.
