Feb 25, 2025 - Normally, MHCBs must be licensed by the California Department of Public Health to ensure compliance with minimum standards established for patient safety and quality of care. However, 53  of the MHCBs in CDCR are unlicensed and are legally allowed to operate only due to a waiver from the Coleman court.
