The 2026-27 Budget: In-Home Supportive Services

Mar 18, 2026 - As seen in Figure  7 , the 2019 IHSS MOE reduced the base county costs in 2019 ‑20 to roughly $1.6  billion, decreasing IHSS county costs by roughly $300  million relative to 2018 ‑19. The 2019 IHSS MOE was also set to increase annually by (1)  the counties ’ share of costs from locally negotiated wage increases and (2)  an annual adjustment factor of  4  percent.

The 2026-27 Budget: Streamlining California’s Affordable Housing Funding System

Mar 6, 2026 - We find that designating the vast majority of private activity bonds for this purpose, as CDLAC has done, is consistent with good public policy given (1)  the state ’s priority to support more affordable housing and that (2)  doing so unlocks federal funding via the 4   percent tax credits.

Feb 18, 2026 - As part of the 2018-19 Budget Act , the Legislature set a goal to increase CalWORKs grants to 50  percent of the federal poverty level (FPL) for a family that is one person larger than the number of people in the family for which the grant amount is calculated.

Mar 3, 2026 - Since the Great Recession, as seen in Figure  2, grants for individuals and couples have been increased four times —in 2016-17 (by 2.76  percent), 2021-22 (by 23.95  percent), 2022-23 (by 10.3  percent), and 2023-24 (by 9.2  percent).

Nov 21, 2025 - The Fruit and Vegetable Pilot received about $10  million in 2018-19 and about $10  million in 2024-25 (both of which were all General Fund). The Diaper and Wipe Distribution program received $10  million in 2018-19, $30  million in 2021-22, and $9  million in 2024-25 (all General Fund).

Nov 22, 2021 - TBL adds a new chapter to California ’s Welfare and Institutions Code to: (1)  state it is the intent of the Legislature to exercise the option to receive Title IV-E funding for approved prevention services provided to eligible candidates, (2)  define relevant terms, (3)  define requirements and responsibilities for counties and tribes that choose to provide optional Title IV-E prevention services, and (4)  establish funding responsibility.

The 2025-26 Budget: CWS-CARES

Mar 5, 2025 - The project ’s transition to its holistic design approach does not delay the expected CWS-CARES V1 completion in October 2026, but does (1)  shift milestones from EUST 2 to EUST 3; (2)  extend EUST 3 from four to six weeks (given the significant number of milestones in the EUST); and (3)  require EUST 4 validation and training activities to occur at the same time, compressing the project time line.
