Nov 21, 2025 - Since 2017, the cost of this lost 6  percent FMAP (also referred to as the CFCO late penalty) has been paid for with the General Fund and has grown over time —totaling $63.2  million in 2023-24. In an effort to assist in addressing the state ’s budget problem, as part of the May Revision, the administration proposed to require counties to cover the full cost of the CFCO late penalty beginning in 2025-26 (estimated to save $81  million General Fund in 2025-26).

This was an average annual increa se of about 2  percent. We are working with the administration to better understand the reason for assuming the average hours per case will not increase in the budget year.

Mar 15, 2024 - Although the state has provided some level of funding for immigration services since 2015-16, ongoing General Fund support of $45 million has been provided since 2017-18. By providing funding to a statewide network of nonprofits (93 organizations funded in 2022-23), the Immigration Services Funding (ISF) program provides free services to immigrants under three broad categories : (1)  legal services, (2)  education and outreach, and (3)  legal training and technical assistance.
