Dec 2, 2025 - By comparison, the average number of certified DVBEs between the 2017 ‑18 and 2023 ‑24 fiscal years was 1, 774 —ranging from a low of 1,623 in 2018 ‑19 to a peak of 2,070 in 2020 ‑21. The number of certified DVBEs with active state contracts is somewhat unclear.
