Feb 23, 2026 - As discussed in the “General Fund Condition ” section of this brief, the state ’s budget condition necessitates that any new General Fund spending must meet a very high bar for approval. We find that the equipment and support staff requested for the program meet this threshold and recommend approving as it could help the state comply with the Coleman court ’s order to reduce vacancies and improve care.
