Specifically, the administration has higher revenue estimates than our office, but these are mostly offset by their higher spending estimates.

Nov 6, 2023 - This higher count includes a handful of large counties that will transition to a new “Single Plan ” model, with different regulations than other counties. Prior to the budget package, the changes necessitated the transition of foster youth from fee-for-service to managed care in most of the affected counties, but not in the counties switching specifically to a Single Plan model.

We recommend the Legislature avoid creating a new program until it receives evidence that these existing programs are insufficient to support college and career pathways in the targeted areas.
