Nov 21, 2025 - Ultimately, the spending plan modified the Governor ’s May Revision proposal, choosing instead to require counties to cover half of the cost of the CFCO late penalty in 2025-26 (estimated to save $40.5  million General Fund in 2025-26) and requiring counties to cover the full cost of the CFCO late penalty beginning in 2026-27 and on-going.
