Creating A New Retirement Benefits Plan for Judges

February 8, 1994 - We recommend that the Legislature enact legislation to establish a new, actuarially sound, retirement program for judges taking office in the future in order to reduce long-run state costs for judges' retirement. The legislation should incorporate the retirement plan developed by the Select Committee on Judicial Retirement, with modifications to further reduce state costs, as detailed in this report.

Bonds and the 1994 Ballots

January 6, 1994 - The Legislature faces important decisions on the bond package to be placed on the 1994 ballots. We urge the Legislature not to use an arbitrary debt-service ratio as the sole or driving factor in making decisions on bonds. The key consideration should be the tradeoff of using state revenues to pay debt service on bonds to develop infrastructure versus using these revenues to support or enhance other state programs. It is critical that the Legislature establish infrastructure priorities and target future state bonds to address these priorities.

Evaluation of the Organizational Structure and Management Practices of the California Department of Transportation (Volume II: Detailed Findings, Options, and Recommendations)

January 1, 1994 - This volume presents details of the findings, options, and recommendations that the SRI International project team developed following its review of Caltrans' performance. An implementation plan focusing on the high-priority recommendations is also described.

We have organized our findings so as to facilitate discussion of the major problems and of the recommendations that can address them. The project team has focused on the issues raised in SCR72, the LAO Request for Proposal (RFP), our assessment of issues raised by interviewees, and other guidance such as comments from the Steering Committee. Other auditable activities (such as a financial audit of Caltrans' budget) are omitted as beyond the scope of this evaluation.

Overview of the Governor's Budget 1994-95

January 1, 1994 - The 1994-95 Governor's Budget recognizes that the two-year budget plan adopted last June has been undermined by the continuing stubborn state recession. Faced with an $8 billion budget funding gap for 1993-94, the Legislature and Governor adopted a two-year plan to achieve a balanced budget in 1994-95. That plan now is $4.9 billion out of balance based on the state's current revenue and spending trends identified in the 1994-95 Governor's Budget.
