The Economic Impact Aid Program: A Sunset Review

June 1, 1987 - This report is submitted pursuant to the "sunset" review procedures enacted by Chapter 1270, Statutes of 1983 (Senate Bill 1155). Chapter 1270 provided for termination of the Economic Impact Aid (EIA) program on June 30, 1986. Chapter 1318, Statutes of 1984 (Senate Bill 1858), which became operative on January 1, 1985, extended that date to June 30, 1987.

Analysis of the 1988 State Bar Association Budget

June 1, 1987 - Our office has prepared the following analysis of the 1988 calendar year budget proposed by the bar in order to facilitate the Legislature's review of legislation establishing the level of fees for bar members for calendar 1988. This analysis focuses on proposed expenditures from the General Fund and the Building Fund because those were the only funds for which the bar provided sufficient budget detail for review.

The report is intended to provide the Legislature with background information needed to place in perspective the Governor's proposal to reduce Medi-Cal costs by $250 million ($125 million General Fund) through an as-yet-unspecified "program restructuring." The first chapter of the report provides an overview of the Medi-Cal budget proposal for 1987-88. The second chapter provides data intended to put Medi-Cal costs and trends into perspective. The third chapter identifies major options for reducing Medi-Cal costs.

The 1987-88 Budget: Perspectives and Issues

February 1, 1987 - (280 Pages, 13MB) The Governor's Budget for 1987-88 reflects an anticipated temporary slowdown in the California economy. Projected revenues will not be sufficient to both fund the current level of services and restore the reserve to a $1 billion level. Faced with this choice, the budget gives its highest priority to the restoration of the reserve. Even though state revenues are projected to decline in "real" terms, the state's constitutional limit on appropriations could further restrain the state's ability to maintain the level of services provided to its citizens. Here, we provide a brief overview of the state's fiscal condition in 1986 and 1987, discuss the state's budget prospects beyond the upcoming year, and examine revenues and expenditures in detail.
