There are two reasons for this. First, these decisions can have a more immediate and dramatic impact on the lives of individual Californians than is the case with most other decisions it makes. This is particularly true when issues affecting eligibility are being resolved. Second, these two programs are among the most costly administered by the state. Together, they account for 11 cents out of every dollar spent from the state's General Fund.

August 1, 1984 - The Shared Work Unemployment Compensation (SWUC) program was established in 1978 as an alternative to layoffs during periods of reduced demand for labor. The program allows employees to receive Unemployment Insurance (UI) benefits when their work week has been reduced, even though they continue to be employed.

July 1, 1984 - This report summarizes the fiscal effect of (1) the 1984 Budget Act (AB 2313), (2) the budget Trailer Bill (SB 1379), which makes statutory changes needed to implement the Budget Act, and (3) the local government finance bills (AB 1849/SB 794). June 27, 1984 - Chapter 42, Statutes of 1980 (SB 1236 Beverly), prohibits the courts from granting probation to persons convicted of residential burglaries, except in unusual circumstances. This measure took effect January 1, 1981, and is scheduled to lapse on January 1, 1985. Senate Bill 1331 would extend the provisions of Ch 42/80 indefinitely.
May 1, 1984 - Chapter 899, Statutes of 1980, created the Energy and Resources Fund (ERF) and designated it as one of eight special funds to receive allocations from tidelands oil revenues. Under the provisions of Ch 899/80, the ERF will terminate on June 30, 1984. This measure requires the Legislative Analyst to review the programs and projects funded from the ERF and submit an evaluation to the Legislature, including any recommendations for changes in the statutory funding criteria or priorities. This report is submitted pursuant to that requirement.

April 2, 1984 - On August 30, 1982, SB 307 was signed into law (Chapter 680, Statutes of 1982). This legislation provided the authority for the Governor to implement what is commonly referred to as the early retirement or "golden handshake" program. The purpose of the legislation was to provide State management with a mechanism to reduce the impact of or to avoid the necessity for personnel reductions by making early retirement available to eligible employees (it should be noted that the program was not intended to be an employee benefit program).
