Federal Government Shutdown Makes October and November 2025 Data Unreliable. The lapse in appropriations for the Bureau of Labor Statistics (BLS) during October and November 2025 led to significant gaps in the data used for the Consumer Price Index (CPI) for those months. As a result, the BLS did not publish the CPI in October nationally or for California while the November index is based on less data than usual. In particular, the statistical procedures used by the BLS likely led to underestimation of growth in the overall price level for November. Limitations in the November data also affect the December California CPI index. Despite these limitations, we present the index for November 2025, and for December 2025 for California, here but urge caution when interpreting those data.
