February 25, 2020 - One of the priorities of the Governor’s proposed 2020‑21 budget is to improve information security (IS) across state government entities. The proposed budget includes resource requests for the entities that govern IS for the entire state to increase their operational capacity, as well as resource requests for individual government entities to expand and improve their IS programs. This budget and policy post provides relevant information about state IS strategy to help the Legislature consider each of these requests.
March 30, 2023 - This report satisfies supplemental report language adopted by the Legislature in 2022 on nonreporting entities’ information security (IS) compliance. Among other considerations, this report (1) identifies each of the nonreporting entities based on one statutory interpretation, (2) considers whether some of them could benefit from compliance with and reporting on IS policies and procedures similar to those set by the California Department of Technology, and (3) provides options for the Legislature to consider to improve nonreporting entities’ IS compliance and achieve a certain IS maturity level.

In this web post, we provide an overview of the judicial branch and the level of funding proposed in the Governor’s 2017-18 budget. We also assess and make recommendations on two specific judicial branch proposals. The first proposal consists of a $4.1 million augmentation to replace case management systems in nine trial courts. The second proposal consists of a $842,000 augmentation to support various court interpreter-related activities, including a video remote interpreting pilot.
