February 13, 2020 - This report assesses the Governor’s major 2020-21 budget proposals related to climate change. The four proposals we evaluate are the Governor's (1) cap-and-trade expenditure plan ($965 million), (2) expanded climate adaptation research and technical assistance activities ($25 million), (3) new Climate Catalyst loan fund ($250 million), and (4) climate bond ($4.75 billion).
October 18, 2021 - The 2021‑22 budget package provides a total of $21.7 billion from various fund sources—the General Fund, bond funds, and various special funds—for programs administered by the California Natural Resources and Environmental Protection Agencies. This is a net increase of $4.8 billion (22 percent) compared to 2020‑21 estimated expenditures.
Correction 10/22/21: Funding amount for CDFW has been corrected.
October 16, 2023 - The 2023‑24 budget package provides a total of $19.2 billion from various fund sources—the General Fund, bond funds, a number of special funds, and federal funds—for programs administered by the California Natural Resources Agency (CNRA) and Environmental Protection Agency. This is a net decrease of $15.5 billion (45 percent) compared to 2022‑23 estimated levels. This change is primarily due to a large amount of one-time funding—mostly from the General Fund—provided to departments within both agencies in 2022‑23.

June 4, 2020 - The 2020-21 May Revision includes a $965 million Greenhouse Gas Reduction Fund (GGRF) discretionary expenditure plan, plus a budget provision to make spending contingent on the amount of revenue collected in 2020-21. In this post, we (1) discuss a few potential 2020-21 revenue scenarios, (2) summarize the Governor’s May Revision GGRF expenditure plan, and (3) identify key issues for the Legislature to consider as it develops a 2020-21 GGRF spending plan in a period of high revenue uncertainty.

In this post, we (1) summarize the results from the recent November 2021 cap‑and‑trade auction, (2) estimate future GGRF revenue and the amount available for discretionary spending under three different scenarios, and (3) identify issues for legislative consideration as it begins its 2022‑23 budget deliberations.
