We begin the post by providing an overview of the State Library and its budget. We then describe and assess the Governor’s proposals and offer associated recommendations.

February 13, 2019 - In this report, we analyze the Governor’s Proposition 98 budget package. The first four sections of the report focus on the architecture of the Proposition 98 budget, with an overview of the new Proposition 98 spending the Governor proposes, an assessment of the Governor’s estimates of the Proposition 98 minimum guarantee, a discussion of several factors that could affect the Legislature’s Proposition 98 budget planning in the coming months, and an assessment of the Governor’s proposal relating to Proposition 98 true‑ups. We dedicate the five remaining sections of the report to examining the Governor’s major proposals involving K‑12 education. Specifically, we analyze his proposals for (1) the Local Control Funding Formula, (2) special education, (3) county offices of education, (4) education mandates, and (5) school facilities.

October 22, 2020 - This post provides an overview of the major judiciary and criminal justice proposals approved as part of the 2020-21 budget package. The 2020 21 budget provides $15.9 billion from the General Fund for judicial and criminal justice programs, including support for program operations and capital outlay projects. This is a decrease of $207 million, or 1.3 percent, below the revised 2019 20 spending level.

February 19, 2014 - In the report we provide an analysis of the Governor's budget proposals for state criminal justice programs, including the judicial branch, California Department of Corrections and Rehabilitation (CDCR), and various proposals related to local public safety. The report reviews the most significant proposals in these departments and offers corresponding recommendations for the Legislature's consideration. For example, we recommend that the Legislature take several actions to improve the administration’s approach to trial court funding, including the current trial court reserves policy. In addition, we review the administration’s proposals related to correctional relief staffing and overtime and make a series of recommendations to reduce spending on staffing and overtime and make CDCR's staffing process more cost-efficient.
March 5, 2024 - In this post, we assess the Governor's proposal to increase the mill assessment—a tax levied on pesticides when first sold into or within the state—to address the structural deficit within the Department of Pesticide Regulation’s special fund and to support various programmatic expansions for the department.
