2018-19 Budget: Voting Equipment for Counties

Mar 16, 2018 - In total, about 58  percent of the 14.6  million ballots cast in the November election in California were VBM ballots. The share of voters casting VBM ballots in that election varied across the state from fewer than one-half of voters casting their ballots by mail in Los Angeles, Lassen, and Merced Counties to more than 90  percent of registered voters voting by mail in Napa, Alpine, Plumas, and Sierra Counties.

The 2016-17 Budget: Local Government Mandates--Reasonable Reimbursement Methodology

Mar 17, 2016 - Currently, there are 58 active education mandates and 22 active local government mandates for which the CSM has adopted Parameters and Guidelines. Of these, six mandates —Habitual Truants, Graduation Requirements, Behavioral Intervention Plans, Immunization Records (Pertussis), Peace Officers Procedural Bill of Rights, and Municipal Stormwater and Urban Runoff Discharge —use an RRM.

California's Low-Income Housing Tax Credit [Publication Details]

May 1, 1990 - In 1989 the Legislature enacted legislation (58 726, L. Greene) to continue the state low-income housing tax credit program as long as a related federal program exists. That legislation also requires the Legislative Analyst's Office to evaluate the effectiveness of this program. This policy brief provides the evaluation, and makes recommendations for changes to improve the program's effectiveness.

An Initial Look at Effects of the COVID-19 Pandemic on Local Government Fiscal Condition

May 12, 2021 - The median county received federal funding representing 24 p ercent of 2018 ‑ 19 l ocal revenues, while the median cities received about 14 p ercent of 2018 ‑ 19 r evenues. Further, whereas the top quartile of counties received federal funds that represented at least 31 p ercent of 2018 ‑ 19 r evenues, the top quartile of cities received federal funds that represented at least 20 p ercent of 2018 ‑ 19 r evenues.
