Sep 9, 2025 - Pay Increases Established by 2024 MOU Not Funded in 2025-26 Budget. The Unit 10 MOU that the Legislature ratified in 2024 included pay increases in 2025-26. The 2025-26 budget enacted by the Legislature in July does not appropriate funds to pay for these scheduled pay increases.

Jun 23, 2025 - Under the PLP 2025 established by the agreement, employees ’ pay would be reduced by 3  percent in 2025-26 and 2026-27. The PLP 2025 pay reduction offsets the 2025-26 GSI such that affected employees ’ take-home pay essentially is flat during PLP 2025 relative to current salary levels.

Sep 7, 2023 - As Figure  3 shows, the administration estimates that the agreement would increase state annual costs by nearly $1.5  billion ($670  million General Fund) by 2025-26. If the GSI in 2025-26 is 4  percent, the annual cost would be about $125  million higher.
