Sep 9, 2025 - Unit 18 Workforce and Compensation Unit 18 Affiliated Employees Represent 2.5  Percent of State Workforce. Unit 18 represents about 6,000 FTE rank-and-file state employees. When counted with their affiliated managers and supervisors, Unit 18 accounts for about 2.5  percent of the state workforce and 3.8  percent of the state ’s General Fund payroll costs.

Suspending the state ’s prefunding contributions reduces the state ’s costs by between 1  percent of pay and 4.5  percent of pay in 2025-26 and 2026-27.
