Labor Agreements to Achieve Budgetary Savings

Sep 9, 2025 - Under the funding plan, the state may not use the assets of the trust fund to pay benefit costs until 2046 or the benefit is fully funded, whichever comes first. As of the last actuarial valuation , the state was on track to fully fund the benefit in different years, varying by bargaining unit.

Jun 27, 2025 - The agreement specifies that employees should be given maximum discretion to use PLP 2025 leave and that all leave should be used prior to separation from state service. In the event that employees have unused PLP 2025 leave in their leave banks upon separation, the agreement specifies that the employees ’ unused leave would be cashed out upon separation at their final salary level.

Jun 27, 2025 - The agreement specifies that employees would be given “maximum discretion ” to use PLP 2025 leave credits; however, “whenever feasible, PLP 2025 should be used in the pay period it was earned. ” PLP 2025 leave would be requested and used by employees in the same manner as vacation or annual leave.

Refocusing the Workers’ Compensation Subsequent Injury Program

Jul 10, 2025 - A similar approach is used by federal administrators of the SSDI program, which uses “compassionate allowances ” to expedite benefits for workers with serious illnesses. A similar approach could identify SIBTF claimants with profound disabilities or extreme hardship and move their cases forward  quickly.
