Mar 20, 2024 - Unlike reserve deposits, which can be suspended in response to a budget emergency, Proposition  2 ‑related debt payments are required every year until 2029 ‑30. Aug 25, 2022 - The current MOU increased this cap by 192 hours through June 30, 2024. The 192 hours is equivalent to the number of Personal Leave Program 2020 (PLP 2020) hours Unit 2 members received. The proposed agreement would revert to the 640-hour leave cap effective January 1, 2024 —six months earlier than required by the current MOU.

Labor Agreements to Achieve Budgetary Savings

Jul 11, 2025 - Notwithstanding Section 19829.5, Section 11 of Chapter  25 provided legislative ratification of any labor agreement that (1)  was entered into by the state employer and a state bargaining unit between June 21, 2025 and June 30, 2025 and (2)  included savings measures to achieve budgeted reductions pursuant to Control Section 3.90 of the 2025-26 Budget Act.

Jun 27, 2025 - The agreement would phase this policy into effect with the state and employees each contributing (1)  1.4  percent of pay, for a total of 2.8  percent of pay, in 2027-28; (2)  2.7  percent of pay, for a total of 5.4  percent of pay, in 2028-29; (3)  4.1  percent of pay, for a total of 8.2  percent of pay, in 2029-30; and (4)  an adjustable percentage of pay —not to be adjusted by greater than 0.5  percent of pay in any year —beginning in 2030-31.

Jun 23, 2025 - As of June 30, 2023, the state and Unit 6 have set aside $1.7 billion in assets to prefund the benefit and the unfunded liability associated with Unit 6 is $15.4 billion. Based on the most recent valuation, the Unit 6 benefit remains on track to be fully funded by 2048.
