Sep 9, 2025 - As Figure  1 shows, the exact terms of PLP 2025 varies by bargaining unit. Generally, PLP 2025 offsets employee pay in exchange for hours of leave in each month of PLP 2025. The duration of PLP 2025 generally is 24 months across 2025-26 and 2026-27.

Jul 11, 2025 - Control Section 3.90 of the 2025-26 budget (as added by Chapter 5 of 2025 [AB 102, Gabriel]) established an expectation of the Legislature that all 21 of the state’s bargaining units would meet and confer in good faith with the administration before July 1, 2025 to achieve savings assumed in the budget.

Under the agreement, PLP 2025 would (1)  reduce employee pay by 3  percent (effectively holding employee take-home pay flat after accounting for the GSI) and (2)  provide employees five hours of PLP 2025 leave each month.

Jul 11, 2025 - To effectuate those savings, the budget package provided legislative ratification of any agreement that achieved budgetary savings and was entered into before the start of the 2025-26 fiscal year. The 2024-25 Budget: State Employee Compensation

Mar 21, 2024 - Proposal Defer June 2025 Payroll to July. The Governor proposes deferring the June 2025 payroll to July. Similar to how the 2009 ‑10 payroll deferral operated, this would result in the state paying 11 months of payroll in 2024 ‑25 and, beginning in 2025 ‑26, state accounting reports in future fiscal years would include June payroll from the preceding fiscal year through May of the current fiscal year.
