Jan 18, 2017 - Student Mental Health Services In State shifted program into Proposition  98 and provided $222  million (about $70  million more than estimated prior –year program costs), increasing the minimum guarantee dollar for dollar. 2012 –13 Student Mental Health Services In State provided $99  million Proposition  98 funds to backfill for the loss of one –time Proposition  63 funds, increasing the minimum guarantee dollar for dollar.
