This is six years earlier than other bargaining units and four years earlier than the 2046 date when the Legislature will be able to use the assets in the trust to pay for benefits.

Jul 11, 2025 - To effectuate those savings, the budget package provided legislative ratification of any agreement that achieved budgetary savings and was entered into before the start of the 2025-26 fiscal year. Mar 20, 2020 - Originally, the requirement was for the administration to submit the compensation study for all state employees with the Governor ’s budget on January 10 each year. However, Chapter  465 of 2003 (SB  624, Committee on Public Employment and Retirement) amended the law so that the compensation study for a particular bargaining unit is due six months before the unit ’s MOU expires.

The 2021-22 Budget: Labor Agreements Ending Personal Leave Program 2020

Jun 25, 2021 - CalHR did not submit a compensation study six months before the 2019 MOU expired on July 2, 2020. The two-year agreement ratified by the Legislature in 2020 retained the language from the 2019 MOU. Although all three of these agreements contained provisions that affected the salaries received by Unit 6 members, the administration agreed to these compensation changes without having conducted a compensation study.
