The 2026-27 Budget: Bureau for Private Postsecondary Education

Mar 25, 2026 - As Figure  2 shows, the BPPE Fund is projected to become insolvent in 2027-28 regardless of whether the state provides the proposed General Fund appropriation. (This appropriation would have a small impact on BPPE ’s near-term fiscal condition, as it covers loan repayment costs that would otherwise be spread across the next six years.)

The 2026-27 Budget: Higher Education Overview

Feb 5, 2026 - If further one ‑time funding becomes available, we recommend designating it for capital renewal and seismic safety projects at CSU and UC (similar to the Governor ’s approach for CCC this year). CSU and UC have billions of dollars of outstanding projects in these areas.

The 2026-27 Budget: California State University

Feb 24, 2026 - If one‑time funding becomes available, we recommend the Legislature retire this payment deferral either this year or in the coming years. Retiring the payment deferral would return CSU’s state payments to their regular schedule, eliminate the associated debt obligation, and reduce state budgetary pressures in the out‑years.

Feb 17, 2026 - Once one ‑time funding becomes available, we recommend the Legislature give high priority to retiring this debt. We recommend the state return to paying for MCS the way it pays for other state programs —in the year in which the costs are generated.

Creating a Debt Free College Program

Jan 31, 2017 - In estimating the initial cost of the new debt free college program, we do not assume any immediate increase in total enrollment (due to more college gift aid being available), any shift in enrollment among the public systems (due to all segments becoming equally affordable), or changes in students ’ living arrangements (due to all living arrangements, including living away from home, becoming equally affordable).
