Labor Agreements to Achieve Budgetary Savings

Jul 11, 2025 - As we describe below and list in Figure  1, the Legislature has ratified agreements between the administration and 19 of the state ’s 21 bargaining units. The rank-and-file and excluded employees associated with these 19 bargaining units represent more than 95  percent of the state workforce.

To the extent that the lower real average base pay in 2022 is a reflection of past GSIs not keeping pace with inflation, the tentative agreement ’s GSI in 2023 ‑24 would maintain wages, but would not catch up to prior price increases.
