Trailer legislation (Chapter  15) requires all COEs to develop plans specifying how they will support their school districts. In these plans, COEs, at a minimum, are to specify how they will provide support to (1)  all districts in developing their Local Control and Accountability Plans (LCAPs) and (2)  any district deemed low performing.
