Proposal Increases Penalties for Certain Repeat Theft Crimes.   This measure changes state law to make petty theft and shoplifting punishable as wobblers rather than misdemeanors for people who have two or more prior convictions for certain the ft-related crimes, such as shoplifting, burglary, or carjacking.
