The 2026-27 Budget: In-Home Supportive Services

Mar 18, 2026 - The 2017 IHSS MOE also increased annually by (1)  the counties ’ share of costs from locally negotiated wage increases and (2)  an annual adjustment factor (of as high as 7  percent). We note that when the 2017 IHSS MOE was initially implemented, there was concern that 1991 realignment —the revenue source used to cover IHSS county MOE costs —would no longer be able to fully cover IHSS county costs in the long term.

Feb 18, 2026 - Similarly, $664  million in unspent TANF funds was estimated to be available in 2024-25. With $270  million in unspent TANF identified for 2025-26, the level of carried-over funding is decreasing. As already noted, the Governor ’s budget projects no unspent TANF available in 2026-27.
