Mar 18, 2026 - However, as seen in Figure  5 , when we consider IHSS hourly wages separately, we see that the average growth rate of hourly wages has been 5.6  percent annually since  2014. This growth in IHSS hourly wages is in part due to increases to the state minimum wage —from $8  per hour on January 1, 2014 to $16.90 per hour on January  1,  2026.

The spending plan provides $2.2  million General Fund in 2021 ‑22, $4.3  million General Fund in 2022 ‑23, and $6.5  million General Fund in 2023 ‑24 and ongoing to support wage bonuses for DSPs who are bilingual —including in American Sign Language —and can support the estimated 90,000 consumers who speak a primary language other than English.

Feb 29, 2024 - The 2021-22 budget included $5  million General Fund to create a permanent IHSS backup provider system on January 1, 2022, contingent on a policy framework being adopted in statute. However, a policy framework for the permanent backup provider system was not adopted within the 2021-22 budget period, resulting in the initial $5  million allocation going unspent.
