Across the rest of the budget, our estimates of baseline spending —for example, for caseload growth, federal reimbursements, and statutory cost increases —and constitutional requirements —for example, for infrastructure and deposits into reserves —differ , on net, by $800  million.

Nov 19, 2025 - Deposits and Withdrawals After 2026 ‑27 Are Sensitive to Revenue Estimates. For 2027 ‑28, no deposit would be required under our forecast because the guarantee is growing more slowly than inflation. As growth in the guarantee accelerates, the state would be required to make deposits in 2028 ‑29 and 2029 ‑30 totaling $5.2  billion.
