The 2025-26 California Spending Plan: Other Provisions

Oct 16, 2025 - The budget provides a net increase of $23  million one-time General Fund for the construction phase of the Relocation of Red Mountain Communications Site project. The increase in construction costs stems mainly from site conditions, which were found to be more complex than initially estimated and require the use of specialized vehicles, structures, and equipment.

The California Department of Social Services (CDSS) is required to provide translations of all program materials —including California Work Opportunity and Responsibility to Kids (CalWORKs) program materials —in these  languages.

The Governor proposes withdrawing half of the BSA ’s constitutional balance, $10.2  billion, and the entire discretionary balance, $1.8  billion, while also proposing a full balance withdrawal from the Safety  Net Reserve.
